Buf is a filter that copies stdin to stdout through a buffer with
hysteresis, and optionally displays transferred bytes to stderr on EOF.
Useful, perhaps, for keeping tapes busy; whenever the transfer buffer
becomes empty, buf will wait until it is reasonably full again before
resuming writing; similarly, whenever the transfer buffer becomes full,
buf will wait until it is reasonably empty again before resuming reading.
This can help to decouple erratic input data rates from output devices and
erratic output data rates from input devices. This may help to improve the
performance of certain devices.
